Being frustrated doesnt give u any solution. if it does then try being more and mor frustrated..if u r really passionate about being a gazetted officer just GO for it. Being a civil servant job of doing the attesting of publications...sorry this is what i really know about it..u cant search for it in the counsellors forum n post ur query sure u will certainly get the right answer..And if u want to do it just dnt be bothered about success bcoz if u r passionate about it success will automatically follow u..
