If you have decided that you wanna be an engineer, then take pcmc - since a prior exposure to programming languages will help you in future.
However if you are undecided between engineering and medical fields or wanna give a shot to both, then "b" is a must and hence go for pcmb. Knowing Computers beforehand would certainly be an advantage , but its not that big a deal. You can always catch up since engr colleges do not assume that you know stuff and hence start from scratch.
