Never Mind the past. It's good you learnt a lesson. Think with a cool mind how you would like to see yourself as ,in 10 years from now and then work backwards. Draw out an action plan and follow it sincerely. Many successful people were not good at school or college but did well out of sheer determination and hardwork.

It would be good for you if you join a long term course for IIT-JEE and AIEEE and give a one time serious effort that will help you get a good rank. It is of no use if you think negative for life and future have confidence in your self. To study abroad also you need to clear few exams that are more tough than this. So it would be if you complete your engineering and then go abroad.
