I suggest, you look for off-campus drives of various IT companies, inviting freshers.Since you have completed your program in 2010, you are still eliible.
Also, make a list of technology companies around your region and do a reserach on the type of work they do and then plan your short-term course. It can be on MS- technology or on open systems, depending on your interest. Try programs offered by institutes like CDAC etc.
Post Graduate Diploma in Internet Security should be interesting.

The University of Delhi conducts a Combined Entrance Examination (CEE) for admission to First Semester of BE Courses in Delhi College of Engineering (DCE) and Netaji Subhas Institute of Technology. There is an 85% quota for Delhi candidates(i.e. candidates who have done their 12th from Delhi) admission to which is possible through CEE. For 15% outside Delhi Quota admission is done on the basis of AIEEE merit and therefore outside Delhi students are not required to give CEE. CEE is considered to be a highly competitive exam because of the large number of students who apply for seats in these two institutes.

Eligibility Criteria for CEE:

A candidate should have passed class 12th with atleast 60% aggregate in PCM. There is relaxation of 10% for SC/ST candidates in % aggregate. Additionally a candidate should be minimum 17 years of age and not more than 25 years of age on 1st October, 2010....

You can definitely take a transfer from the college you are presently studying in. But there are certain conditions to take a transfer from your college; like if a person falls ill after joining the institutions, in the eventuality of death of both parents or if the parents are suffering from a serious health problem like cancer, in case of harassment of female students, if the seas are vacant in the college one wants to go. It is also important to know that the transfer can only be taken into different city i.e. transfer cannot be taken in a college that is in the same town or city.

Also try and score as much possible in your first year so that it becomes easy for you to take transfer.
