The best Govt. ones (as far as placement is concerned) are:

SGSITS - Indore
MITS - Gwalior

These two are Govt engineering colleges which are quite famous for the placements(read arnd 80-90%) in the M.P. circuit.
Another good Govt college is SATI- Vidisha but lags behind the other two in placements only.

Rest all colleges told by Chetan are really nice especially LNCT - Bhopal.
You can also have a look at OIST-Bhopal as it also has a great reputation.
NOTE: LNCT,OIST -Bhopal are Private Colleges still rank higher than few govt colleges.
For good colleges in MP I am considering Placements as the main Parameter.

Yes of course,. you can apply for all government jobs related to your field.You have plenty of opportunities in govt sector after ECE.You can appear for PSUs like BHEL, ONGC, AAI, BSNL, NTPC, IOCL, BEL, KELTRON .ECIL,ISRO etc etc.There are vacancies published in Employment news or you can check for govt job details.You can also appear for central govt jobs through IES,Railways or in Defence services.You can also apply for research based jobs or post graduation fellowships in IITs or IISc etc.You can also apply as lecturer or in banks as specialist officers.

You can try for PSUS job for example ONGC, DRDO, SAIL, GAIL, NTPC , BARC , BHEL ,IOCL e.t.c Mechanical engineers are always in demand private or govt.sector.The only problem is age factor .Whether you want to work only in mechanical or any job in govt. sector age create limitation. So you need to see that . Companies in the field of govt sector do hire ex servicemen But for that please remain updated about vacancy Please remain updated about vacancy through through newspapers, job portals like ,,, social networking site like LINKEDIN, APNA CIRCLE , recruitment consultants .You can also send your resume to company of this field.
